Not providing milk to the buyers by reserving quota in COVID 19 situation

The Warna milk vendor shop located at Agar bazar Dadar west name Ms. ALPHA milk center.
On 23.03.2020 at about 11 am in the morning, I went there to buy milk . Since there was que to buy milk and the COVID19 situation, the vendor told me that he was giving only 1 liter of milk to everyone and both buffalo and cow milk is available with him. Meanwhile The person standing behind me suddenly went ahead and the vendor without taking any objection given him 1 liter of buffalo milk. When I asked to provide me 1 liter of buffalo milk as same. The vendor surprisingly refused to provide the same to me saying that i should take cow milk if at all i want. I said but he has provided the buffalo milk to the person standing behind me in the que then why he was refusing it to me. The Vendor had no concrete answer and started talking shere nonsense . When my Husband Mr. Rahul Bhide intervened, the vendor changed his statement and said that he has reserved buffalo milk for his regular customers. We told him he is acting illegal. And he cannot do so. But he did not listen and refused to provide us the milk.
The stringent action under law has to be taken against him by cancelling milk vending license of Ms. Alpha milk center since he is unauthorisedly and illegally reserving the quota of milk by taking undue advantage of COVID -19 situation.
And the penalty shall also be imposed.
