Agent not returning my deposit money

I paid the agent 20000₹ as deposit money for rental house, but then he didn't handover the keys to me. So i asked him to return my money.After several calls and visiting his house it took abt 15-16 days , he returned 14000₹, still 6000 is pending and he is not answering my calls.
