Not delivery of Gas sylinder, I book gas then it is booked

When I book gas then it is booked after it when I go at R & H HP gas agency Sangrampur, they say there is no gas or gas sylinder is over so go and come next time , but i see they deliver home delivery and take 50₹ extra charges. They earn black maney as at agency they say no gas or gas is over and to earn black money they deliver home delivery and get 50₹ extra but in range of 6 kilometres there is no charges of Gas sylinder home delivery . Now I request you please solve it and deliver free gas in 6 kilometres.
