Not accepting return without job sheet

I purchased a Dell laptop from Paytm and received it on 13th Sept 2019. When i used the laptop, found that it's having some manufacturer issue or it may have model issue. Laptop is very slow and taking longer time to open any application.
Then I thought it's not suitable for me and hence I requested for return. But Paytm is asking for Job Sheet.
To get a job sheet, they suggested to contact Dell and I did it. They diagnosis the laptop and then told me that they need some more time to find the reason for it. I also accepted it and again they told me that if they're any software issue then need to contact to Microsoft.

So my question is, is it my job to follow the third party vendors. Why they can't do all these things?
Is it my fault that I bought it from Paytm and hence I need to follow them?
Why they are not accepting the return without the job sheet?
Another question is, as this is the ecom market where consumer can't touch and feel it physically. So if the product is not worth it and if it's not working as expected then why not customer can do the return request?

Why sellers has every right to sell the any kind of products where as consumer has restrictions of doing returns or other activities?

I think, if this all are not working then we need to revised the rules and regulations for ecom as they're doing and selling anything and for them there is no any restrictions or plenty for it.
