Connection not provided against new connect request raised more than one year ago

It has been more than 1 year and 2 months since I have applied for a new connection. Still it has not been provided. The connection line is available near my home.

I have followed up with the AGL customer care team and sent several email to their emails ids. But I have received no response from them.
