Booked LPG cylinder and paid online in advance after passing the 11 days cylinder not received

I booked my Home LPG cylinder on 5 july but till date i dont received my LPG cylinder. I call the concern gas agency Santoshi Gas Services but they not pickup my call or cut the call.
