Billing rate more than MRP because of card payment not able

when inquired proprietor argue that
we getting goods at higher rate
patanjali atta bill @ 175/5 kg pack mrp 170 for cg.
maggi masala e magic billed rs 45/- per sachet mrp 5 rs.
for maggi he accepted but he force to buy goods of difference amount he argue because of card payment not able to return cash.
i did not want compensation but want to make sure this type of loot should stopped by shop kippers.
