ATM Card not received after several complaints

I opened a CGSP A/C on SBI Daspur beach on 27 Apr 17. I am a Defence person. Presently posted at Porbandar Gujarat, I should get two Silver card with free charges as per entitlement. Although I received two ATM card with annual fee and I returned it to the bank and applied for dress ATM Card also complaint against online as well as on phone but still I not received any Silver ATM card. Also I visited the bank four time for this. Still not resolved the complaint.
