Excess charge on RTO Tax Payment while purchasing new vehicle

I had purchase a Passion Pro IBS from Bharat Motors on cash Payment and paid Rs5423/ as RTO Tax. But SMS from e.Bahan I could come to know that the RTO tax is only paid against my vehicle is only Rs3682/- Here the agency hs cheat me of arround 1741/- Rupees.
