Not shifting my broadband connection nor giving refund

I have been using GTPL broadband since last 03 years, recently I have changed my resident address, before changing my address and at the time of plan renewal I gave my new address and confirm that is it possible to shift my connection at new address and they said yes for the same.
I have raised a request on 14 August 2023, same has been closed by GTPL stating no feasibility and they also not giving the refund.
After that I gave a new address where I want to shift the connection, however they are saying feasibility is not there either, but while asking for new connection at the same address they are ready to give the same.
This clearly shows they don't want to shift the connection.
Please help me in this.
