Asking Parking charge.

Today (04/12/21) between 04:30 to 05:00 pm me and my friends entered with our bike at the old airport and at the entrance there were no guards or security man.Then when we were coming out a man in a security dress appears infront of us and handed us a parking ticket charged Rs.20.
When we asked him for what he is charging us,he simply telling that it's a parking charge and when we asked him that- Where were you when we were entering?
