Asking more money on mrp ,ask for bill not issue a bill

After palej 2 km away to Baroda highway stop vishala hotel there. Want to purchase biscuits salted packet. Mrp 5 rs. Counter person deduct 10rs. When I ask him for bill he refuge to issue a bill. So I returned paket . I don't know why this people charged double and not given bill when. Please refer this matter to concern department.
