against tea seller selling ciggrates and tobacco without having license

There is a tea seller Lila devi in our locality in industrial area phase 2 Chandigarh near plot no.433a .She is selling cigarettes and tobacco despite not having a license of selling all these things .when ever there is raid of municipal corporation she hides her box of cigarettes and tobacco. She washes her utensils with dirty water which is very unhygienic for people who drink tea. People smoke there which is very uncomfortable for ladies who pass by. She also keeps gas cylinders near her and people are smoking there which is dangerous for the surrounding area. When I told her about this matter she started abusing. she has blocked all the footpath area as she has fixed her storage boxes and keeping gas cylinder in that boxes.
