not changing the leakage gas cylinder

I have purchased one gas cylinder at last week before holi,at that ti mm e it was not found leackage but after holi when I used the cylinder after pluging it with the gas stove it started leacking I suddenly plug out the gas pipe.after that I have talked with the your gas distributer.he came to my house and checked the gas cylinder than he told t change the washer we have done that also,but after that also the gas was licking,than after I have again talked with the service provider he told me that he will change the cylinder,but till now he did'nt changed the cylinder I have called him many times but their no response,i am facing the problem the problem,now u please tell me what should I do,please give me any solution,your service provider are very irresponsible
