Non delivery of lpg cylender against my booking

I booked a LPG Cylender on the date 20.02.2015 and my subsidy amount received on 23.02.2015, But I had not received LPG Cylender till date. I want to know the reason for delay in this matter . I also want to know what is the rule of delivery of LPG .
