Incorrect communication to Driver regarding destination

I booked car for my Father to travel from Satna Railway station to Khatkhari ( Near Mauganj Madhya PPradesh) which is 141 Kms from destination. When my fater reached Satna and talked to Driver he told that we will take you to on Rewa as per we got communication . Rewa is only 54 Kms from Satna Railway Station. After 3 hours discussion result not came and driver aggreed to drop my father to destination if we will pay the tool tax , which was already included in Payment .
My father is a hypertension patient and in this covid time this situation is very pathetic and he was in tension as heis a senior citizen and this behaviour is not acceptable.
