Shopkeeper not returning or replacing garment from SUMANGAL GARMENTS, ANSARI ROAD DEORIA

Dear Sir,
I am writing from Deoria(UP EAST). I have purchased 2 formal pants of OXEMBERG KHAKIS(snaps attached) from SUMANGAL GARMENTS, ANSARI ROAD DEORIA on 25th of July 2016.
Now only after 2 days the fabric is being rough (if u touch u can feel it). I rushed the store but he refused to refund it saying that siyarams is not such a brand which offers warranty. Sir is it true that a pant worth 1399 each of such a renowned brand is not offering any warranty of their fabric and that just after 2 days of use.
Sir i m a government employee and works in DM office Deoria headquarters so i behaved gently and returned from there after a short discussion with the shop owner. Sir my question is just "am i an accused after purchasing and trusting ur brand?" If not kindly help me and i m ready to purchase same brand again but kindly take back these pants ,fabric of which is not gd.
