BSNL harrassment over long ongoing bill dispute

I have many billing disputes throughout my connection period.
i have requested bill plan change from 1277 to 777 on 27th oct (have auto-generated email as evidence) but changed on 27th dec - 500x2months=1000rs+taxes billed incorrectly
i was billed for wireless router every month which is never given/provided - need correction on every month bill - 110+tax periodically billed incorrectly
Services got disconnnected from 13feb -22mar - 40days invalid billing done incorrectly for 13feb-22mar
Services got disconnnected from 23apr -30apr - billed incorrectly for 23-30apr
i have submitted physical application on table on 11th may (sent email on 12th may) for may - billed incorrectly for 13-16 may (please refer final bill attached)
i was never given wireless router - asking 1500rs cost price after disconnection (please refer final bill attached)
i was returning fibre modem - refused to give receipt (so box not returned) - asking 10169.49rs after disconnection
Late fees on any bill is inapplicable as bill was always disputed and partial payment done with the agreement on above issue by Dharamveer(AOTR).
I need sincere help either from senior BSNL officials or consumer court of jind. if not resolved well, I will ask why from ministry of communications on twitter.
I am under serious mental harassment, disabling me to focus on my job, sit multiple times with AOTR all issues accepted but no action taken and worse bill coming month after month.

Where the hell is WIFI box? Who digested it? how am I being charged monthly and finally COST PRICE for it after disconnection?
why is fibre ONT box receipt refused while returning?
Is there nobody authorized to touch disconnection request and ONT box return?

Shame on BSNL!!!
Are you not paid well? Why the denial of Service comes?
