IRCTC could not get confirmed air ticket, but amount debited from my account

irctc transaction id 2002889021. Amount debited on 02.05.19 is Rs.71436, but air ticket reservation was failed. All the 3 phone numbers mentioned on site ware not responding even after several attempts. Posted complaint in social media. Got refund on 08.05.19. Faced mental torture for all these seven days & I could not reserve ticket for these 7 days and got losses due dynamic flight fares. I also could not utilize this blocked amount at irctc.
