Withdrawal limit from bank not as declared by Central government

I had been to the kalupur bank on 15/11/2016 for the purpose of cash withdrawal from bank(not ATM) and I told the bank staff to withdraw Rs.10000/- cash which is the threshold limit per day for withdrawal from bank as declared by Modi government. But bank staff refused to give me such amount due to unavailability of cash.. They allowed me to withdraw only Rs. 5000/-. This is the one case but many banks are not following the limit as decided by Central government.
