Two time amount charged for single time transaction with ICICI, ICICI BANK credit card department

Dear Concern,

Dispute: Transaction was done on 29th April 2017 for donation of 10000 rupee. The same is reflected in 09th May statement & Paid. Again the same transaction re-reflected in 9th June statement & again without notice it is paid by me.

I am following up for the issue with ICICI bank since 5th of September.
Dispute form raised and complaint registered with SR491080222 - they closed the dispute on 16th october stating " Merchant has declined the transaction ". No one from ICICI dispute team did discussion with me during this 45days waiting time.I did lot of mail communication to inquire that what incident analysis they did to conclude but unfortunately they did not share.

i again re-approached to ICICI dispute team and clarified with Mr. Sandeep and customer care representative through conference call ( which was recorded by ICICI )on 2nd of November around 1:00 PM. they assured that they now understood the real dispute on transaction and confirmed that ICICI has made some mistake. Rs.10000 which was wrongly appeared in June statement will be reveresed.

Now again today 8th of November they closed new request SR504582064 saying Dispute form for new request is not filled. They neither informed me to do so nor they are bother to resolve the matter.
so approached the ICICI dispute team again, all new re-presentative starts saying " merchant has declined " , i again make them understand & they say we will come back..

Its been more than 2 month and ICICI dispute team is just wandering around with no clear answer whether they understood correctly, will they going to refund, if yes, by when....
