Refund of processing fee and delay and no response for top up loan

I was committed by hdfc bank sales executive for refund of processing fee in first 3 EMI , EVEN AFTER APPROACHING hdfc grivience no proper response.
Along with home loan I have applied for top up loan of till date there is not respose for the same only committed via email is given but not fulfilled any of their commitment. There is no telephonic communication , if we call theri branch no body will picked up the call. Everybody is hiding their inefficiency behind the covid scenario. My home loan account no is 649003566.
My top up loan account no is 649146443. I have all communication email that I have written to hdfc Ltd.
