My PPF Ac closed, and opened new a/c without my consent

my 24 year old PPF A/C closed and opened a new one by SBI NSC Bose road,chennai 2 YEARS AGO, without my consent. because of this i am NOT ABLE TO WITHDRAW CASH OR CLOSE THE ACCOUNT.i HAV COMPLAINED TO local head office 6 MONTHS BACK,TILL DATE NO ACTION TAKEN.
