Fraud - Got Credit card without applying, SBI Bank Credit card Department

Dear Sir

I got credit card of SBI yesterday without applying.I talked with customer care for details but they did not have any information.
How can one person use my personal details to issue credit card and also How can bank issue credit card without verification.

Now who can pay my fee for credit card or if any one can do transaction on any such anonymous card then who is responsible..???
