Why dont central govt force to state govt to do development in rural area

There are a lot work we have to do ,
If we dont have employment then weak state like madhya Pradesh should have do local for vocal, all work should be done inside mp for MP . As like that so many thing will be grateful

Dear CM , i want to ask you why our state is backward in wind energy only 6%contribution in wind energy although we have a lot place where we can apply it .... our country need your support .
