10th standard Failed students can admission in school

Dear Respected Sir.

Thank you very much that you have seen our mail and are reading now. hope you are fine.

Sir, I have a question whether our education board does not permission that students who have failed in 10th are not allowed to study in school. This is neither justice nor.. why this discrimination is done. Are they correct? I don't know what the law is but I'm asking you. If there is permission then what should be done against the principal who does not give admission to the students in the class.

Need answers to my questions. If students are not allowed, then tell what is the law. And just tell don't show these are the laws.
