Charging extra on DTH service by adding unwanted channels

Hi,

I feel Airtel is charging more to customer because as per the government rules Im entitled to add upto 200 sd channels for 189 inr,( one hd channel equals to 2 sd channels). I have selected a base pack of 59 channels but I have asked to pay 271rs by adding un wanted channels , when I asked the customer support they said base pack is only 271inr even if they remove the additional 200+ free channels which are added my account. Even if I just keep 69 channels in my account they are charging 271rs

This is against the government policy, could you please look into this.
