Credit Shell - Refusing refund

Due to Covid19 pandemic the flights were cancelled and Instead of refund the amount has been put in credit shell for Rs.25972 (12986 x2), in each of the booking ID by Vistara Airlines. Vistara advised us to seek date change / route change by 31.12.2020, stating their policy. In-spite of repeated requests Vistara gave only the option of date or sector change.
Availing the option of Sector change, the credit shell was used for new booking for Vistara UK823|320 flight BOM to MAA, on 22.11.2020.
Even though the actual fare of Mumbai –Chennai was only ₹ Rs4325/- including convenience fee per passenger for the travel date on 22.11.2020, Vistara utilised the entire amount of Rs 25972/- and additionally charged 606 INR per passenger as tax difference, i.e additional of 2424 INR for the same passenger names, (04 tickets)

The issue was raised with document proof but Vistara refused to acknowledge the above issue stating refund not permissible.
Due to this unfair policy / practice, I was forced to pay additional taxes of Rs 2424, apart from basic fare difference to a tune of 8000/-. In total due to Vistara airline policy I was forced to loose Rs 10000/-
