IRCTC Failed Transaction Refund Issue

Hi,
I have paid IRCTC for the ticket booking using Phonepe UPI. The transaction failed in the first 2 attempts but was successful in the third attempt. The money got debited from my account but IRCTC is saying that they have not received the payment. The bank says that the transaction is successful and to get a refund show beneficiary's account statement but IRCTC helpline is not ready to listen at all. They are just kept repeating that they didn't get money. They are not even ready to check the UTR No of the payment to validate from their account that whether any payment was received at their end.
