Wrong cab, terribly dirty, no AC, vicious driver, over charged, harrassed

We booked a cab with our known cab company, with a Mr Vikram Gurjar (Vicky). But he sent us another cab. HR 47 C 5223.
The driver, a boy, possibly underage, Ravi, firstly arrived late. The cab was extremely dirty, with dust, torn seats, spit marks in the interiors. Trash, supari packets and driver's belongings were littered around. The tail light was broken.
The AC was stinking like a moldy rag.
The moment he touched the highway, he took his seat belt off.
We requested stoppage for a non-spicy snack, and offered to buy the driver's order too. But he preferred to stop just a few minutes later, at a place of his choice, keeping us waiting for an additional 30 minutes.
Then he threatened to abandon us midway.
Having no recourse, we sat through this ordeal.
He skipped all tolls arguing that he was a local. This cost us a good 15 minutes of time.
We kept trying to call the person who took the booking, as I need a bill for travel reimbursement. Knowing that he had sent a bad taxi, this guy wouldn't answer the phone. The driver then overcharged, yelled and argued , and threatened to call the police, saying that we weren't paying. I called 100 and didn't get through. But I definitely feel that this taxi and this driver should be safely put away from our roads.
