Payment failed but amount of 1249 rs deducted from pnb debit card

Sir I wanted to do shipping on flipkart app while did payment I chose online payment through phone pe app through my debit card but payment was failed and amount of 1249 rupees deducted from my bank account when I contact to phone pe application regard of this they denied that the got any payment and ask me to contact to bank and raise charge back when I go to the bank the bank said they don't know about any charge back and contact to phone pe application sir tell me what will I do neither bank help me nor phone pe help me for refund my amount so sir please I request you to plz help me in this matter and plz refund my deducted amount of 1249 rupees as son as possible.My bank account no. is 0873000110077831 and ifsc code of my branch is PUNB0087300 and my contact no. is 9541025561 these are all the details about my transactions
