Big Bazar, city square, charged for carry bag where its free

on 11/06/2019 evening, i went to big bazar for shopping. it is located in g.s road bhangagarh, guwahati-781005, assam. At the cash counter they asked,do i need a carry bag. ofcourse i can't carry in my hands. so they said it will be charged Rs3/-. how they can charge where it is free of cost according to consumer laws and order. my Rs 3/- is not important, important is they are charging daily from thousands of customers. it is completely againt the laws. i want action against them. thank you.
