Asking for unexpected amount of money for birth certificate name correction

Bhagalpur Nagar Nigam Seva's officer is asking for Rs. 1000 for just birth certificate's name correction (not directly in office but at their home). Not sure when Bihar will be corruption free. Is any help possible to free corruption so that an ordinary person can avail government service without any hesitation properly?
