Making fool in the name of battery exchange with some third quality product which damaged in 3 days

Sir myself Hardesh recently I went to the tecno service center for battery replacement.. The battery has been replaced on the same day and charged Rupees 1300 and due to urgency im forget to take the bill and he also not provided the same.
But after 3 days the battery got damaged and phone is not able to use and i went to the service center and told about the issue and after examination he said that it might be a battery issue i will replace with the new one but it will takes 10 days.
But after more than 1 months he never provided the battery or neither provided any alternatives and said that the battery order has been cancelled by the company,etc. Finally he return the phone and making fool with the explanation that the battery of the phone is good but the board of the phone has some issue.
Now I incurred a loss of Rs 1300 without making the phone.
It is therefore, you are requested to take necessary action against such enterprises who were making fool of the poor customer and also penalize the said firm and refund of my money so he will never do the same with the poor customer in future.
