Paid 1799 through freecharge.in for Airtel prepaid recharge but neither get recharge nor get amount

I did a recharge for my Airtel prepaid mobile number 9849269957 through online recharge portal named freecharge.in on 14-Feb-2023. Total amount paid Rs.1799.00 ( Rs.1779.00 from icici bank credit card and Rs.20 from freecharge wallet ) but my mobile recharge was not activated by Airtel. When I reached out to Freecharge grievance with this complaint , they have responded saying "Unfortunately, the benefit applied with a specific recharge is decided by the operator and hence is beyond our control. We request you get in touch with your operator to understand the plan's detail with operator ID 1281458484. Attached freecharge response email.

When I approached Airtel customer care , They said if amount is deducted then you will receive in 10 working days, but i didn't receive even after more than 40 days. Even i have requested my bank to investigate but bank responded saying merchant declined to payment.
Even after following up with Freecharge, icici bank and Airtel, I am not getting the refund of the paid amount.
