Maintainence of flat issues, I purchased flat at saffron hills complex in 2018.

Sir,

I purchased flat at saffron hills complex in 2018. I paid 24000 rs as a maintainence charge to Builder before possession .

And it's 2019 ,still my electricity bill not transfered on my name and also he is not responding for issues such as drainage, flat walls are completely getting wet due to leakage.

As well as my flat is on ground floor back side and above floor many people use to throw garbage in front of my flat.that also he ignore to warn above floor resident which is very unhygienic.and may cause my family could have any health issue.

Please consider and suggest me what to do now.
