Harassment by TC as per letter attched, TC Mr. R A Mishra and Indian Railway

Dear sir, I was having a confirmed ticket of garib rath 12909 for the date 29/08/17 but train did not start on time due to heavy rain and there was no confirmation even for the time of departure. Hence was forced to board 19115 III tier AC waiting at Borivali station.
I like to bring to your kind attention the problems faced by me in the train.
1) I was considered ticketless passenger and hence asked to pay penalty in spite of more than 75 % berths were unoccupied. I showed my confirmed ticket of garib rath and requested TC Mr. R A Mishra to make the ticket with the normal fare without penalty which he refused and instructed me to leave the coach even in those abnormal condition. It was really shocking that TC was not willing to earn normal amount of about Rs. 700 for Indian railways and how Government is misusing my hard earned money paid as tax. I am an honest tax payer for last 25 years and paying tax in lakhs every year. I received a bronze certificate last year from CBDT. TC Mr. RA Mishra had already made thousands by allotting unoccupied berths charging full amount (without penalty)and not issuing tickets.
2) I paid Rs. 1395 for Borivali to Baroda. There was no drinking water and anything for eating for about 5 continuous hours. We could not go out of the train due to heavy rush on the platforms. fifty odd ticketless passengers boarded the train near Palghar and TC did not dare to evacuate them from train. Moreover train took 12 hours to reach from Borivali to Baroda as against schedule 6 hours. So how IR can charge even normal and no question of penalty. So request you to refund my total amount and take suitable action against above TC. I also want to make following suggestions.

a) Rules are made for the comfort of passengers but the rule of charging penalty is making only TC rich and not IR.
b) Purchasing an express open ticket worth Rs.100 is considered as a valid ticket to travel in any train but reserved ticket of any other train should also be allowed as valid to travel in other trains in case of abnormal conditions and genuine emergencies.
