Payment Issue, I have to recieve payment through phonepe app

I have to recieve payment through phonepe app and money has been debited from other account but due failure in transaction gateway I have not recieved the payment yet.App is showing money will be credited to payee account within 3-5 working days but payee is denying that he has not recieved the payment.Now it has been a week but no such update was there.
Also according to them my mail should get respond within 48 hours but nothing happened no reply from their side on my email.
I don't know customers information such as his account number and they are telling me to contact bank. Bank only have information that payment was not recieved nothing else.
I have used their payment gateway now they should be responsible for that. They should take action against that person or whatsoever they can do.
I want my money bakc.
