Not delivering the ordered product nor even refunding for the order

I have ordered a lehnga from India brand online website and paid the whole amount of Rs.499. It's been almost 10 days that I have not received any update regarding the order, hence I contacted to the site via mail but got no reply. I called them to know about the order, they told that order has been declined and hence cannot send a product. So I asked them to refund my money so he told to share the debit card details as I made the payment through debit card and also sent a Google form for the same. In which he have asked for debit card number, card holder name, CVV number etc. Which now I have got that he is a fraud. Hence filing a complaint please go through it and get me the refund of my order.
