Neither received my shoes nor my money which I paid

I ordered a pair of shoes​ from this individual on November 12th,2017.
I made payment through paytm on November 13th,2017.
He promised me the shoes would come within 7 days.
As days passed by he kept on giving different stories.
Sometimes doesn't reply to my message.

Today it's December 5th,2017 I've got 1000rupees of my money back but the rest is still with him and he's blocked my number, I didn't get my shoes.

All I am requesting is I get my money back from this fraud.
