Kini Toll return charges same as first time

I yesterday travelled through kini Toll plaza in morning, it charged 80 Rs for trip 044002 at 8:11 am then returned back at 3:10 pm, it charged 80 again. Is this Toll having special condition to charge every time.
I see lot of similar complaint against Kini Toll Plaza, but you have never commented resolution for the same, if you can provide that people atleast have some understanding of issue.
