Overcharging on liquor MRP complaint against Keerthan bar and restaurant

Dear Sir ,
I wish to lodge a complaint against wine shop seller Keerthan bar and rest.at manjarapalke, belman,karkala taluk, mangalore, Karnataka. They are charging nearly 40% over the MRP (For my purchase of Breezer 100rs. Mrp they charge me 140rs and so on for all items when i witnessed other purchases around), they do not give bill, if we ask they misbehave and say go and complaint any where !! Is this not black marketing , I request to take strong action and also please make billing compulsory for every one and every item.
