IRCTC - Late ticket delivery and payment acknowledgement

I booked tatkal ticket on 11/08/2018 for journey date 12/08/2018 for two person but while processing of tickets I received message of payment failure and ticket not booked.
Due to emergency I booked another ticket for three person and I was allowed seat in coach B2 13/14/16

later I checked my mail and I found ticket confirmation mail for two persons which was not booked due to payment failure and mail was sent hours later from booking.
The transaction ID for this ticket was 100001393255025.
I was unable to do cancellation because of server problem and TTE cleared RAC on my confirm bookings.

Due to poor service of IRCTC I suffered loss and I demand refund.
