Deducting Phone Balance without any reason

Aircel deducted rs 17.70 on 25th march without any reason. I tried to contact them, but they are ignoring every time..just saying call us after 2 hours, saying every time.. now not even receiving my call. please do something for this

    Dear sir,

    My vodafone whose number is 9836960146 stolen 24 rupees without giving anything .I did not get any benefit from complaining . thy told me that you can do whatever you want but will not refund your money.
