Gas Agency denying service for their personal work

I am using using domestic subsidized gas connection from Insane. I am availing service from Uma Gas Agency, Neyveli of cuddalore district, Tamil Nadu. I have booked cylinder and made online payment on 24th August 2019. Since then I am calling for delivery of cylinder. But there is no response from the Gas Agency. For past 3 days delivery person just picks up phone and keep saying he has personal work and he will deliver cylinder soon. Since it's a rainy season its really hard for us to manage without gas cylinder. At last today I got sms that my booking has been cancelled. I am not aware where my money gone. Please help to take necessary action. Further this is is repeating every time.
