seller not providing bill for purchased item,and item is defective

I had purchased a wooden double bed from Jangra furniture Delhi road Rohtak on 24 Oct 2019.One thpusand was paid as advance amount and remaining amount after delivery of item.As earlier he mentioned the cost of item is 23000/_ after delivery he demanded 26000/_. Twenty thousand more was paid on delivery. Only two thouand was withheld as did not provide any bill and one defect was to rectify. Neither he is providing any bill for the item nor he is rectifying the defect.
