Fraud by a mobile app CHILLAR

Sir,

I have downloaded an app called Chillar present at google play store similar to the one called chillr app .The app gives an offer of cash back of rs 2500 on wallet upgrade of rs 1000.When I have updated my wallet with rs 1000 I am no longer able to use the wallet balance as there is no wallet balance shown in the app.On contacting the app developer details I am not able to reach them any ways.
The app is a full fraud app as it has no option of recharges etc at no online purchase working options.

One of fellow friend also got ditched by the same app yesterday as me.

Please do the needfull and tell me the ways by which I can get my money back.

Please also tell me about the platforms on which I can place my grievance for resolution of this matter.
