Mahagram Payments Private Limited, Service not activate / security deposit not refunding

I take nsdl pan card service from mahagram.in by paying 10, 000 security deposit (As they mailed this is fully refund).

But initially they said it taking 3-4 working days, to activate nsdl paam id.
But after regular followup with the client they didn't give me paam id.

Where ever i trying to contact them, they politely saying it will activate today only. But it was more than 45 days, account still not activate. They only given me egram id "ag010329". Where i nothing to do. (They said you are not authorise to access the service because you applied for nsdl agent)

But nsdl agent also not activating.

Again i contact them recently, they said your documents was not complete, but initially (Before make payment) i asked and told that please make sure all documents are complete, after complete all document i will make payment, that time they said it was complete only payment is pending.

And now i said for refund me my money, i do not want to take your service, they said it can't be refund, as per the company policies. But i seen no where is mentioned in mail that fully refundable security deposit is not refundable.

Later i hear that the company is fraud company, all staff also doing fraud business in india.

I confirmed from nsdl, nsdl not given any licence or authority to mahagram payments private limited.

    My name is Sandeep Sahadev Nilatkar, I became Mahagram Agent AG006244 on 5/ Dec/2017 created by Mr. Rohan Jadhav the Mahagram MIS Executive , I paid fees for the there Egram Dashboard (agent.egram.org) and for the SBI kiosk banking facility upto Rs.20000/- by Payumoney Portal they told me to give me a SBI kiosk banking (Grahak Seva Kendra) but I am still waiting for the same... When I ask them no one reply and I mail to support@mahagram.in, response@mahagram.in, rohan.j@mahagram.in, hello@mahagram.in they not reply properly... thay said

    but whenever I call this man he never reply..

    My request to these peoples to return my money back because they have not given me there facility of SBI kiosk banking...
    and because of this type of behavior I am mentally depressed they Fraudly waste my money and time both...

    plz refund the money to egram wallet or sbi bank account
