Excess amount of electricity amount, I changed meter from electricity department

Dear sir,
My consumer number MD00925 Hazaribag a rular area. One and half year later I changed meter from electricity department, this month meter updated and department said your last bill amount due Rs. 24000/-
I paid full amount of previous year due amount. When meter damaged fixed amount of bill send by department and every month paid amount before changed meter.
Then I want to say that how to solve the problems.
