Electricity bill related, I not got first bill, I suffer lots of problems.

I have a connection 23.06.18 in the time of India powerlimited, I not got first bill, I suffer lots of problems. At end I subimted all the documents with a affidavit. Hence I received the bill on 4th May 2109. I used only 46 unit inspite that South Bihar Power Distribution generated the bill of amount Rs. 3631. When I goes the chandauti office, no one support and help in this matter. I want to cut my connection and want compensation for this
